Dr. Tareg Alhamshri
Career Highlights
Dr. Tareg is a legal and healthcare leader with over 18 years of experience in public administration, emergency medical coordination, and legal consultancy. Since 2018, he has served as the General Director of the Emergency Medicine and Support Center in Libya, where he leads the national efforts in emergency medical response and healthcare support, both locally and internationally.
He holds a PhD in Public Law from Sidi Mohamed Ben Abdullah University in Morocco (2024), a Master’s degree in Public Law from the University of Tripoli (2013), and a Bachelor’s in Law from the same university (2005).
Throughout his career, Dr. Tareg has led national initiatives to enhance emergency response systems, built strong partnerships with international health institutions, and played a key role in shaping health policies for emergency care. He previously served as Director of the Wounded Affairs Department at the Ministry of Health and has a strong background in legal advisory roles with major institutions like the General Electricity Company of Libya.

It is guided by the noble principles of our faith, adheres to national laws, and responds to international conventions concerned with the protection of human rights, the prevention of the tragedies of war and disaster, and the assurance of a dignified life for all.

Strategic Legal & Institutional Advisory
Provided expert legal consultancy in public law, drafting international agreements for Libya’s health sector and key health agencies; guided the Ministry of Health’s Wounded Affairs Department in resource planning, emergency policy restructuring, and cross-border medical coordination; and pioneered the development and implementation of a national rapid-response healthcare infrastructure in collaboration with WHO.

Spearheaded training programs for over 1,000 emergency medical professionals across Libya and internationally, led scenario-based simulations and crisis drills to ensure preparedness for large-scale emergencies aligned with global best practices, and organized international symposiums while representing Libya as a keynote speaker in emergency medicine forums and disaster-relief missions, including post-earthquake deployment in Turkey
